Join Us in Shaping the Future of Housing in Cheltenham

Thank you for your interest in joining Housing Services at Cheltenham Borough Council. Following our recent decision to bring housing services back in-house, we’re embarking on an exciting new chapter — and we’re looking for passionate individuals to be part of it.

At Cheltenham Borough Council, our Housing Services team is at the heart of our community. We support residents, strengthen neighbourhoods, and help shape a brighter future for everyone in our town. Our mission is clear:

“Together with our tenants, we provide safe, secure, and well-maintained homes that help everyone reach their potential.”

Whether it’s helping someone find a safe place to live, supporting tenants to thrive, or raising housing standards, our work makes a real and lasting difference.

We’re on an improvement journey. There’s important work ahead and meaningful change to deliver — so we’re seeking energetic, ambitious leaders and future leaders who are ready to drive progress and make a tangible impact.

If you’re passionate about housing and committed to making a difference, we’d love to receive your application for the following role:

  • Head of Housing Repairs, Maintenance & Improvements

Cheltenham is one of only two District Councils in Gloucestershire who still own their own housing stock. With the proposed changes to Local Government organisation and focus on affordable housing, this provides a unique opportunity to make a lasting difference to tenants and to drive up the safety and quality of our homes.

Main Purpose of the Role

  • Providing oversight and leadership of our housing repairs, maintenance and improvement services, ensuring our homes are safe and of the quality that our tenants deserve.
  • Overseeing the management of a technical team delivering our planned maintenance and responsive repairs programme.
  • Ensuring that our homes and property services meet all statutory and compliance requirements, including those set by the regulators for social housing as well as building safety and other health and safety laws.

Essential Qualifications

  • RICS, CIOB or equivalent experience
  • NEBOSH or IOSH

Experience Required

  • Experience of strategic asset management and driving transformational change within the housing or property arena, ideally, at least in part, within the public sector
  • Experience in the successful delivery of responsive and cyclical maintenance services within a regulated environment.
  • Proven track record in:
    1. Procurement and contract management.
    2. Major investment programmes.
    3. Functions relating to assurance and compliance.
    4. Managing budgets and expenditure
