Interim Service Improvement Manager

Housing Services | Interim Contract | £500.00 per day

Are you a forward-thinking housing professional with a passion for transforming services, strengthening tenant voice, and driving regulatory excellence? We are seeking an exceptional Interim Service Improvement Manager to support a local authority housing service through a period of improvement and change.

This role offers the opportunity to shape customer insight, champion best practice, and influence service direction at a strategic level.


Key Responsibilities

  • Lead on regulatory engagement
  • Develop and maintain effective relationships with key external bodies, including the Regulator of Social Housing, Housing Ombudsman Service, and DLUHC.
  • Coordinate responses to consultations and lead improvement and policy development initiatives.
  • Provide strategic insight and guidance.
  • Stay ahead of emerging regulatory requirements, sector innovation, and risks.
  • Provide professional advice and clear recommendations to senior leaders and stakeholders.
  • Champion tenant voice and engagement
  • Strengthen customer and community insight frameworks to ensure tenant voices meaningfully inform both operational and strategic decisions.
  • Support the development of strong landlord–tenant relationships and ensure services are responsive and customer-focused.
  • Enhance performance management
  • Ensure comprehensive performance data is available, accurate, and effectively communicated to customers, Members, staff, and partners.
  • Promote governance, peer challenge, and continuous improvement across the housing management team.
  • Drive digital and systems improvement
  • Manage, maintain, and develop housing IT systems to support high-quality, efficient service delivery.
  • Support compliance and policy development
  • Lead on self-assessments, research, and policy analysis to ensure compliance with legal and regulatory standards.
  • Embed best practice and inclusivity
  • Promote strong project management behaviours across all service initiatives.
  • Champion equality, diversity, and inclusion across all areas of service delivery.

About You

You will bring:

  • Strong understanding of social housing regulation and sector expectations 
  • Experience engaging with external regulators and senior stakeholders 
  • A track record of driving service improvements and embedding customer insight 
  • Excellent analytical, strategic, and communication skills
  • Experience in digital or systems development within a housing context 
  • A collaborative approach and commitment to continuous improvement
