The Role:
As the Principal Building Surveyor – Operational Assets & Compliance, you will provide expert technical leadership across property maintenance, compliance and capital works programmes. You will lead on planned maintenance and improvement works, ensure statutory obligations are met, and support the delivery of high‑quality services to residents and stakeholders.
You will work collaboratively across teams, oversee budgets, manage contracts and act as a key advisor on building safety, compliance and asset performance, contributing to strategic improvements across the service.
Key Responsibilities:
- Lead and coordinate planned maintenance programmes and capital works projects.
- Provide technical support and advice across building maintenance and compliance matters.
- Manage budgets, monitor expenditure and act as a spending control officer.
- Ensure compliance with statutory obligations including health & safety, fire safety and asbestos regulations.
- Oversee fire risk assessments, asbestos surveys, stock condition surveys and property inspections.
- Manage and monitor contractor performance and ensure high standards of work.
- Prepare specifications, contract documents and procurement reports.
- Maintain accurate property and asset records, including long‑term condition data.
- Support delivery of disabled adaptations and improvements to meet regulatory requirements.
- Drive service improvement and support innovative approaches to asset management.
What We’re Looking For:
- Significant experience in building surveying, asset management or property maintenance.
- Strong experience managing contracts, specifications, and capital works programmes.
- In‑depth knowledge of building regulations, construction and health & safety legislation.
- Experience managing compliance across housing or public sector property portfolios.
- Ability to lead teams, manage stakeholders and drive service improvements.
- Strong analytical and reporting skills, with the ability to present complex information clearly.
- Excellent communication and relationship‑building skills.
Qualifications & Requirements:
- Relevant professional qualification in Building Surveying or equivalent experience.
- Membership of a professional body (e.g. RICS, CABE) or working towards.
- Strong understanding of safeguarding and public sector governance requirements.
- Ability to travel between sites and attend meetings as required.
