We’re working with a client, who are seeking a Property Services Manager (Compliance) to drive excellence across all compliance areas – from gas and electrical safety through to fire, asbestos, and building safety. This is a fantastic opportunity to lead a motivated team, influence organisational strategy, and make a real impact on the safety and quality of homes for residents.
The Role:
As a Property Services Manager (Compliance), you’ll be responsible for all aspects of property compliance, covering gas, electrical safety, fire safety, building safety, legionella, asbestos, and lifts. You’ll provide leadership, direction, and technical oversight, ensuring compliance is embedded across the organisation, while driving top quartile performance.
You’ll engage with tenants, colleagues, regulators, and external partners to deliver a safe, customer-focused, and high-quality service.
You will report directly to the Head of Assets, Energy and Compliance and lead a compliance team within the Property Services function. Travel across the region and occasional out-of-hours work will be required.
Key Responsibilities:
Ensure full compliance with regulatory requirements across property services.
Lead and develop compliance strategies for health & safety, gas, electrical, fire, asbestos, legionella, and lifts.
Maintain accreditations (Gas Safe, NICEIC, Oftec, HETAS, MCS, PAS 20/30), ensuring staff are qualified, registered, and work meets industry standards.
Develop and maintain procedures for compliance service improvements.
Monitor and analyse performance, benchmarking against industry best practice and driving continuous improvement.
Prepare and present accurate monthly compliance and performance reports.
Embed a culture of “right first time” across all service areas.
Recruit, motivate, and manage staff, ensuring professional development, clear performance standards, and a culture of innovation and accountability.
Oversee budgets, procurement, and financial monitoring for compliance services, ensuring value for money and robust governance.
Build strong relationships with tenant representatives, customers, and external partners to shape service delivery.
Lead on crisis management and ensure compliance incidents are investigated, reported, and acted upon.
What We’re Looking For:
Proven experience managing compliance across property services within housing or a related sector.
Strong knowledge of health & safety legislation, regulatory requirements, and property compliance areas (gas, electrical, fire, asbestos, legionella, lifts).
Experience managing accreditations and audit processes (Gas Safe, NICEIC, Oftec, HETAS, etc.).
Excellent leadership skills with experience recruiting, managing, and developing teams.
Strong financial and risk management skills with experience overseeing budgets and procurement.
Ability to prepare and present detailed reports for senior management and boards.
A collaborative, customer-focused, and solutions-driven approach.
Strong IT and data management skills, with a focus on performance monitoring and reporting.
Qualifications Required:
Foundation degree or equivalent Level 5 qualification.
Evidence of CPD and willingness to undertake relevant training to meet operational needs.
IOSH Certificate or equivalent in Health & Safety.
Full UK driving licence and use of own vehicle with business insurance.
Willingness to travel regionally and work outside core hours where required.
Basic DBS check (to be renewed every three years).
Desirable:
Level 6 qualification in a relevant discipline.
Level 4 Chartered Institute of Housing qualification in Housing Management / Housing Maintenance (or equivalent).
Experience working within a social housing environment.
Knowledge of IEE wiring regulations (18th edition), Gas Safety Regulations, CAR 2012, CDM 2015, Fire Safety Act, and Building Safety Act.
Knowledge of legionella and asbestos legislation.
Significant senior management experience in property maintenance or construction.
