Senior Business Analyst – Housing Improvement Programme
Surrey
£450.00 per day
Interim – 6 months
Greenacre Recruitment is working in partnership with a forward-thinking social housing provider to appoint a Senior Business Analyst into their Housing Improvement Programme. This is a high-impact role at the heart of a programme focused on strengthening governance, service delivery and regulatory compliance across housing services — ensuring safe, high-quality, value-for-money outcomes for residents.
If you’re an experienced BA who thrives on untangling complex services, designing smarter processes, and delivering improvements that genuinely matter, this is a brilliant opportunity to leave a legacy in local government housing.
The programme you’ll join
The Housing Improvement Programme is driving meaningful change across housing services. Its mission is to improve compliance, governance, and operational performance — while making services easier for staff to deliver and better for tenants and leaseholders to experience.
You’ll work closely with the Housing Improvement Lead and a wide range of stakeholders across safety, repairs, tenancy management, and leasehold services.
What you’ll be doing
As Senior Business Analyst, you’ll provide expert analysis and process improvement across multiple HIP workstreams, translating regulatory and operational requirements into clear, efficient, compliant ways of working.
Key activities include:
- Leading workshops and stakeholder engagement, keeping users at the centre of change.
- Eliciting and analysing requirements and turning complex needs into practical, workable solutions.
- Designing and improving compliance workflows across areas like gas, electrical, fire safety, water hygiene, asbestos, lifts and more.
- Mapping and optimising end-to-end processes for repairs, voids/lettings, leasehold and tenancy management, improving turnaround, efficiency and cost control.
- Supporting implementation of compliance policies, building monitoring and assurance reporting tools.
- Standardising tenancy processes (sign-ups, mutual exchanges, decants, ASB, safeguarding, etc.) to ensure consistency and regulatory alignment.
- Recommending system and process enhancements and supporting UAT and rollout.
- Maintaining BA artefacts including process maps, SOPs, RACI charts, requirements logs and benefits tracking.
What we’re looking for
We’re keen to speak with proactive, confident Senior Business Analysts who can balance detail with pragmatism and bring people with them through change.
You’ll bring:
- Proven experience as a Senior Business Analyst, ideally within the public sector or a transformation environment.
- Strong analytical ability — using data and insight to shape decisions.
- Excellent communication and stakeholder management skills, with the confidence to influence at all levels.
- The ability to work independently in a high-pressure setting, juggling competing priorities.
- A service-improvement mindset and commitment to better outcomes for residents.
Desirable (but not essential):
- User research and/or service design experience.
- Experience designing or implementing an assurance framework.
This vacancy is being advertised on behalf of Greenacre Recruitment Ltd who are operating as a recruitment agency and business.
