The Role:

We are seeking two Senior Construction Managers – Capital Works to oversee the delivery of refurbishment, new‑build, and major capital projects across a diverse portfolio. Managing programmes up to £20m per year, you will lead projects from feasibility and procurement through to construction, handover, and financial close‑out.

You will work closely with project managers, inspectors, consultants, contractors, and senior stakeholders to ensure projects meet required standards of programme, cost, quality, compliance, and governance. This is a high‑profile role requiring strong leadership, technical expertise, commercial acumen, and the ability to confidently operate in a public‑sector delivery environment.

 

Key Responsibilities:

  • Deliver multiple construction projects across housing, education and built‑environment portfolios, including refurbishments, new build and demolition.
  • Develop robust delivery strategies, project plans, programmes and risk‑management processes.
  • Manage procurement, tendering, and contract administration in line with governance requirements.
  • Lead all client liaison and provide timely, accurate reporting at senior levels.
  • Advise on buildability, contract strategy, and delivery options.
  • Manage project finances, cost plans, valuations, and financial controls under construction contracts.
  • Carry out site inspections including health & safety checks and CDM compliance.
  • Coordinate and lead multi‑disciplinary project teams to ensure high‑quality, timely delivery.
  • Support leasehold consultation processes (Section 20) by providing cost information and project detail.
  • Ensure compliance with procurement rules, financial controls and organisational procedures.

 

What We’re Looking For: 

  • Strong experience delivering capital construction projects within local authority, consultancy, or public‑sector settings.
  • Knowledge of refurbishment and capital projects up to £15m.
  • Expertise in procurement, contract management, programming, and risk management.
  • Ability to manage multi‑disciplinary teams and complex stakeholder environments.
  • Strong negotiation, problem‑solving and communication skills.
  • Advanced IT proficiency (MS Project, Office, Teams, PowerPoint).
  • Chartered status (RICS/CIOB) preferred, or equivalent professional experience.
