Salary: £72,852 per annum + up to 5% performance bonus
The Role:
We are seeking a Special Projects Programme Manager to lead the delivery of a high-profile Fire Safety Remediation Programme across a residential property portfolio. This role will focus on cladding remediation, building safety, and major capital investment projects, ensuring residents live in safe, compliant homes.
Reporting to the Assistant Director of Major Works, you will manage projects from feasibility through to completion and operational handover, overseeing both internally and externally funded schemes. You will play a key role in shaping future remediation programmes, securing external funding, and ensuring projects align with long-term strategic objectives.
This is a leadership role requiring strong project governance, stakeholder management, commercial awareness, and the ability to deliver results across multiple complex projects simultaneously.
Key Responsibilities:
- Lead the delivery of fire safety remediation and cladding replacement projects from inception to completion.
- Manage a multi-year capital programme, ensuring projects are delivered on time, within budget, and to the required quality standards.
- Establish and manage robust project governance frameworks, risk registers, reporting structures, and change control processes.
- Chair project meetings and prepare reports for senior leadership and governance groups.
- Support and oversee procurement strategies, contract awards, and consultant and contractor appointments.
- Ensure compliance with Building Safety Act requirements, CDM regulations, procurement rules, and wider legislative obligations.
- Manage project budgets, forecasts, funding streams, and value engineering exercises.
- Lead the preparation and submission of external funding bids for building and cladding safety programmes.
- Oversee commissioning, handover, stakeholder engagement, and post-project reviews.
- Line manage and support direct reports while promoting a high-performing project culture.
What We're Looking For:
- Significant experience delivering capital works, fire safety remediation, cladding or major works programmes.
- Strong understanding of Building Safety Act requirements, CDM regulations and construction project governance.
- Proven experience managing multiple projects, budgets and stakeholders simultaneously.
- Excellent commercial awareness, procurement knowledge and contract management capability.
- Ability to communicate complex technical information clearly to both technical and non-technical stakeholders, including residents.
- Strong leadership skills with experience developing teams and managing performance.
- A proactive and solutions-focused approach with the confidence to challenge and drive positive change.
Qualifications & Experience:
- Relevant qualification in Construction, Building Surveying, Project Management, Quantity Surveying or a related discipline.
- Experience managing major capital programmes and contractor delivery.
- Strong understanding of procurement, governance and project risk management.
- Knowledge of fire safety remediation and building safety legislation is highly desirable.
